We can't rationally believe that Zira, however devious, would get away with killing Kopa, just wouldn't work. She would have been dead, not exiled. She is a good villain, and was not that irrational at that point.

Scar got away with killing Mufasa. I doubt Simba would kill a mother of young cubs. And plus, the story needed to be interesting :P

I just think Simba is too much of a good guy to kill her, so he banished her instead.

I guess that can be said, but do you see how tough Simba is everytime he confronts Zira (since they're enemies). If Simba was tough enough to fight Scar, then he could kill Zira but in accuality, he didn't.

Maybe because he had only just come back (if we say that Kopa was born soon after he came back, and he was killed as a young cub) we could say that some of the lionesses didnt trust Simba fully as king. Maybe they came after Scar was king and never saw the glory of pride rock. And when Simba came back they agreed with Zira that Scar was a better king because they had never known any different.
Thus, he loses half the pride. And because he hoped to someway gain them back, he let Zira live so that they wouldn't see him as a murdrerer. And I just don't think he'd kill a lioness with cubs, I mean, he knows what it's like to lose a parent, and he didn't want to make the cubs feel that pain.
Well that's what I think anyway.
