I honestly think Zira was scarier than Scar! Maybe that's cuz she was like, crazy, and Scar....I dunno....he was more like an "Evil gentleman" you know?

Scar was more cunning in his own sense, have other things take care of his dirty works like the hyenas and the stampede. Zira on the other hand was not afraid to get her paws bloody. "My Lullaby" is good proof of that, I think it's Disney's darkest song to date. XD

I have to agree with both of the latest two comments, actually. Scar was a conniving villain who managed to manipulate everyone into doing his will, whilst Zira used an entirely different form of manipulation. Past loyalties and fear. I've no doubt that things got bloody in her own pride every now and then, even if her goals did seem just in their eyes. Between "Be Prepared" and "My Lullaby", we've got the two most memorable villain songs Disney's ever recorded.

I completly agree to this.

Zira seems insane, out of control, while Scar seems much colder, more calculating.

Zira was better at inspiring others, she managed to keep the outsiders together when many others would have probably ended up as a collection of rogues.

They might have even had a shot of making a decent living at it. It wouldn't last long though, individuals as they are. They would split up rather quickly.
