hmm...

I think that's actually the ash from the place where Simba took Kovu...a part of the Pridelands that hasn't recovered fully from the fire at the end of the first movie...the nighttime and moonlight gives it the impression that it's snow rather than ash. That's the only theory that's ever made sense to me, although I will admit that I did think it was snow for a long time, too.

Or maybe it is snow, and Disney just decided to throw all sense of logic and reality out the window, I don't know.

I think it does sometimes snow in the savannah. Not sure... and that also could be sand.

No, in this case, the ash that Disney put onto the Pridelands was a steady grey-white color and very white in a shadowy night, also, think of how Kovu shows Kiara the buried plant in that scene, that would have been difficult had it been snow, not ash.

The ash then flies away as they prance around the Savanna to reveal a landscape unmarred by the precipitation. Snow would take a gale force wind to lift like that, highly unlikely that they would be out in that kind of weather.
