What would TLK be like if Mufassa never died?

It would probably be a pretty boring story.

Or, it would go the Tom and Jerry route, and the entire last half would consist of Mufasa chasing after Scar.

While everyone has been saying it wouldn't be TLK, that is true, but maybe not the way that you say. It just wouldn't be TLK as we know it.

The second half of the story could focus on how Scar has to think of another plan from outside the pride rather than on the inside, as is explored in some of my fanfictions.

I think it would be an equally great movie had Mufasa survived.

As a movie it would be boring without the death of Mufasa, none of the main events would have happened and Simba would have probably been a much better king since he would have had more training from Mufasa. Scar probably would have been banished. The famine in the pride lands never would have happened either, since the hyenas would still be exiled. It would make a boring story, but the pride lands would have been much better off.
