So who is "The Lion King"?

Probably Simba... Since the entire movie was about him. (in my heart though, Scar is! )

I voted for Simba because he is the main character of the TLK universe, he becomes "The Lion King." Also, in the Norwegian version of the movie, Mufasas ghost says "you are my son, you are the lion king."

I do however think that Mufasa seemed to be a better king, Simba never had a proper training, and just ruled by Mufasas laws.

I personally think it's refering to the entire line of kings, not just Simba and/or Mufasa.

Not really, it would be refering to who the current "Lion King" is, while referencing his heritage at the same time.

I would say the lion king mentioned in the title is Simba, as the movie is about around Simba taking his place as "The Lion King".
