It's ash for sure. It's suppose to mirror the whole "fire is a killer" talk that Simba had with Kovu (at the site of the fire that Vitani and Nuka set) - hence the repeat of a paw swiping some away to show the plant. Also, with the way that the ash lifts and blows away in the wind, it definately is not snow.
