Sorry to be so cynical, but I highly doubt that that lioness was meant to be Sarafina, same voice actress or not. Aside from the SP lioness having red eyes instead of green, there are many other differences between her and Sarafina.
For starters, the fur over Sarafina's eyes is the same color as her muzzle and belly, while the SP lioness has
dark fur over her eyes, the same color as the fur in her ears.
Like Nala, Sarafina's belly fur extends partway down her inner forelegs (as you can see
here). The SP lioness doesn't, and she also lacks the narrow pale band that Sarafina has on her nose (like Nala's, but narrower).
Aside from these discrepancies, there are a lot of other, more minor ones as well. Her nose is too broad and narrow, her eyebrows are black rather than dark brown, her eyes are too small and narrow, and worst of all, her colors look hardly anything like Nala's.
Nala's coloring might have been messed up in SP, but it was still obvious that she was Nala. She still had the pale gradient on her nose, the light fur over her eyes, the lighter fur on her inner forelegs, the brown eyebrows, and you could tell who she is even if she isn't colored at all. If the artists had truly intended for that lioness in SP to be Sarafina, they could have at least
tried to make her look a little like Nala, who is almost a complete clone of her mother. I find it hard to believe that the animators could have messed up a reappearing character's design
that badly, even in SP.
It seems to me that the person compiling that script may have noticed Zoe Leader's name in the SP credits, recalled that she did the voice of Sarafina in TLK and deduced that she must have voiced the same character in SP.
