So who is "The Lion King"?

personally I don't think they particularly aim at one character beeing the lion king. But the main character in this movie is Simba, so that will make him the lion king.

Acutally ''the lion king'' depends on which movie or book you are in. In the comics, Mufasa is ''the lion king'', in some TLK:6NA books Scar is ''the lion king'', and in the rest of TLK6NA books, Simba is ''the lion king''.

I don't believe Scar ever gets to call himself the Lion King. That title carries too many symbolic associations with good and righteousness that Scar never had.
