I honestly don’t think that possible. It’s one thing that Kovu is Kiaras first crush/love, but there had to be male cubs in the Pride when Kiara grew up, or it’s possible that she saw Simba chase off a rogue or two at some point. I just can’t see how it’s possible that Kiara never met a single male lion besides Kovu and Simba. That’s just my opinion, though.
To get back on-topic: I definatly think Simba acted braver than Kovu. He kept his cool and did his best to protect his friend. Although Kovu weren’t friends with Kiara, he did say he was going to distract the crocodiles, which he succeeded in, but only by acting in blind panic, running, nearly drowning, and nearly getting eaten, only to be saved by Kiara at the last second.
So yeah, in general I think Simba acted braver and smarter than Kovu, and the Elephant Graveyard scene is definatly the best.
