Interesting find. ^^ Like other's have stated, it's probably just because of the African influence upon the movie and the spirit that the animators set out to capture that is the end result of that look. :)

Somehow, I never saw this mask before on TLKoB. Maybe they did have the mask, but then again I don't remember anything. It's been such a long time since I last saw it.
