Why does the weather change so dramaticly?

I think the great kings; Such as Mohatu, Ahadi, and Mufasa of course , may control the weather of the pridelands, and want it to suit the mood of a historic event.

The weather changes dramatically depending on on the feelings of the main characters or majority of the characters in the scene IMO.
