I think while he was serious, I think perhaps if the situation got THAT bad, he would have moved, but made it seem like his genius plan., like Timon does with Pumbaa.

I believe his power had a stronger meaning to him than life, so I think he truly was serious, and I believe he wouldn't move even if they were all truly sentenced to death.

He also promised hyenas that they'll never be hungry again, and they were. There was no food even for them. Did he care? Not at all! The same, he didn't care for lionesses. With hatred in his heart, I honestly believe he didn't even care for himself, after he got what he wanted.

And moving wouldn't be genius plan anyway... He knew that moving would mean leaving 'his' kingdom to someone else who might corrupt it and make it a better place someday. He also knew that on other places, it's not guaranteed that animals would accept him as a king. Besides, he felt like he belongs only to Pride Rock. He would feel exiled if that happened.
