I disagree with your categorization. First off, Fluffy shouldn't be categorized as a fan-made (or theory as you put it) character like Tanabi. Out of the cub names thrown around for Simba in the fandom, Fluffy is the most canon of them all, as he/she appears in the canon movie, and was named by the filmmakers that originated The Lion King on the audio commentary.
I would say Kiara is official, as she was directly created by Disney, but not by the original filmmakers, so she can't be canon. In my opinion, I feel Kopa is non-official.
Anyway, your list inspired me to make my own, and here's my list:Fanon:

I feel Kopa is "non-official" because his creator, Alex Simmons, isn't entirely affiliated with the Walt Disney Company, as addressed on his personal website. This greatly differs from Kiara, who was being created under the direction of Darrell Rooney. A source reference on the Wikipedia page claims he began work with Disney in 1978. I don't know if you've seen the email I uncovered by Tad Stones, but it's a second source to confirm Chaka was indeed a working name.
