Chaka (not Chacka btw) IS sub-canon, he was in the early drafts of SP and was going to be in the movie. Shani was Kiara before they changed her name/design. Kopa and Chaka are both official but not canon.

Why does it really matter, anyway? They can be fanon or canon in your own TLK universe. Heck, I can actually place my own characters and make them canon in my OWN TLK universe. It's all up to you to decide what's canon and what's not in your own universe :3
