well, is hard to know if they meet more than once because they don't mention other meeting for both on the movie,

True, SilverSimba. I think the movie is supposed to make us think they only met once as cubs..

i think simba would keep a closer eye on kiara now that he knows zira still has an heir for scar...

Yeah, I think so too.. But he would never be able to follow her around himself.. so he’d probably just send Timon and Pumbaa after Kiara all the time. And we’ve seen how she can manage to slip away from them.. So I think it’s quite likely that she managed to meet up with Kovu, at least a few times. (Kovu would also have been kept under close guard by Zira)

They probably met many times whilt kiara was little.

I don't think that they met, because Kiara was so amazed when they met again. 
I live in Finland and yes, we live in igloos, drink Koskenkorva, fight with polar bears and chill with penguins. jk lol.

Since the plan was to use Kiara and get close to Simba i think Kovu could've spied on her...but they never actually met.

I think they met only once as cubs. You may say it's impossible for them to fall in love so fast, but isn't love at first (or second, in this case) sight one of Disney's most-used concepts in their movies?
That 2in diameter fart can probably adds at least 50bhp.
