Based on the rules of a monarchy, Kovu cannot be King regnant (or just King) so the highest title he can earn is King/Prince consort (a title given to the husband of a reigning queen). When Simba dies or abdicates from power, Kiara will crowned Queen regnant (or just Queen) because she is the Queen in her own right as she is Simba's blood heir.
As for the main topic, my first instinct would say Mufasa because he has very strong and very wise, which Simba lacked in at first. Also, the kingdom under Mufasa's reign was prosperous and peaceful, which, in no doubt, comes from a strong, capable leader in power.
But, Simba gets my vote. Everything DGFone wrote is right on the mark. But, I would like to add on to his list.
This is why I chose Simba: He proved himself to be a capable leader while having these hardships to face:
d) Increased the strength of his pride: When Simba let the Outsiders enter his pride, his pride is even more stronger than from it previously was, as there are more members in his pride to protect his kingdom from invasion or whatnot.
e) Managed to keep peace during the "Cold War": Simba managed to keep the Pridelands peaceful despite the feud he had with the Outsiders. Similiar to how the U.S. managed to restrain itself from direct war from the Soviet Union despite their political differences. Although the Pridelanders did have a war with the Outsiders, it was started by Zira; even after the Outsiders ambushed Simba (which was started by Zira), Simba, assumingly, still had no desire to start a war with the Outsiders. Zira wanted the war, so Simba's pride had to fight the Outsiders to get them off their land.
Simba's reign was faced with a difficult crisis while Mufasa's reign was more easier and didn't have major conflicts as far as the movies show.
