I think that the song We Are One is specially sung for Kiara since Simba is kind of showing her what it takes to be a wise leader, though he was wrong at some points of it. Also letting her know that he was going to be there by her side and showing her the importance of family and love. I find similitude at the we are one scene and the scene where Mufasa is showing Simba the kingdom on TLK. And another details, We are one is my favorite song in the world, Simba's pride is my favorite movie and that was my very favorite scene. ;) :)

Exactly, "We Are One" was sung for Kiara specifically in order to, Simba hoped, give her the strength and courage she would need to accept her destiny <within> the pride.

Or it could just be Simba trying to convince her that she should accept her place as the next queen.

I'd say that "We Are One" is not meant to apply to the Outlanders. Simba and Kiara had just had the whole "maybe I don't want to be queen" speech - so Simba launches into his song about how Kiara is part of the Pridelands and family, despite what she may want. She is of royal blood, no matter what. It doesn't even apply in a "Great Circle of Life" kind of way - Simba is NOT saying that they are one with the antelopes, for example. It's strictly a family thing - "even those who are gone are with us as we go on" - aka Mufasa and other ancestors.

It's only later that Kiara realizes that the concept of "we are one" applies to the Outlanders as well - "daddy look at them. What differences do you see? They ARE us." Simba THEN realizes that his daughter has a good point and extends "we are one" to his former enemies.
