There's a good deal of evidence in the movie to show that, Yes, she is. Or better put, the female leader of Timon's Meerkat Colony. Both her and Max (male leader, since Timon's father was taken out of the film) are seen pretty much doing the "easy work" in the colony.
Like for example, the scene where Max is looking around at the other meerkats working right before Shenzi, Banzai, and Ed invade their home, and when Ma checks on making sure every meerkat (including Uncle Max) is present in their underground home, right after the hyena raid.
Based on what I've read so far on meerkats, the only thing about this, is that the way we see how the meerkat system is in TLK 3, doesn't quite fit the way it is in actuality. But I think that's nothing out of the ordinary from Disney and in most animated films. Save the Sentry duty part, when Timon is standing tall on the rock (at first), looking out abroad for predators. But don't count in Max's, "Scurry, Sniff, FLINCH!" thing though, because definitely, no RL meerkat does that
Well I don't remember there ever seeing another female in the movie.
There are a couple of female meerkats in Timon's colony. I can distinguish most of them from the males. If I might add, I personally find one of them looks kinda "hot".

Not perverted or anything. But sexually appealing I guess, is the word here.
