I always thought that Zira was banished when she spoke out against Simba and brought only a few lionesses loyal to Scar (the ones born during his reign) with her where she met up with a band of rogues already living in the Outlands who were the descendants of former bad kitties, told them her story (twisted, to make it look like Scar was a fallen angel from the Great Kings and Simba was the villian) and they joined her cause.

That's a good point too. I can totally see Zira pulling something like that too.

It would also explain why the lionesses were so quick to join Simba at the end of SP. They realized Zira was lying to them and she was the bad guy.

Ya know? For once, I actually agree with you, Pixie :-o Only, half of me is torn about the Zira thing. Part of me thinks she was around during The Lion King, but the other part thinks she wasn't XD
