The phrase "move downwind" originates from sailing funnily enough (at least that is what we were told when I tried it before) and in that sense, it means to move away from the direction the wind is blowing. The derived version of it in public use basically means "Step aside and stay behind me".
In short then: Kiara feels that she had or would have had everything under control without Kovu saving her from the fire, it is an ignorant line of dialogue, as clearly she did not. And so she is basically saying that if he "stayed downwind" then she would have had everything under control if he stayed away from her.
