The Babysitters

Since all the other theories have been denied, the only reason I can find is that Simba could have used Zazu, but the directors didn't want the audience to notice he was a different actor. Also, Zazu wasn't a huge character to begin with; he wouldn't do babysitting either way. He's more of a counselor than a baby-sitter.

Well I think Amanda got it right. Timon & Pumbaa are Simba's most trusted friends and they successfully raised Simba which helps the argument that they're up to the task. Now, obviously, Kiara is a little bit different subject than Simba. For all we know, Simba never tried to run away and fall into crocodile-infested water, so maybe they weren't up to the task of watching over Kiara.

Sarabi sent Zazu to watch over Simba and Nala when they were young. Would you rather have Zazu as your guardian or Timon & Pumbaa?

I think Simba probably didn't trust anyone else to do the sneaky watching he wanted Timon and Pumbaa to do (Kiara was supposed to be hunting on her own).

I realize that Simba trusts T&P more than anyone, and in that respect it makes sense for him to appoint them the babysitting job. And like it was mentioned earlier, it all boils down to comic relief. The running joke of T&P failing to do what Simba asked them to. I just think it sort of contradicts Simbas over-protectiveness.. I mean, did he never notice how T&P kept losing Kiara? Did he never think that someone else would be better suited for the job? But again, I suppose T&P were the only ones available for this job, and it would give them a purpose and place in the pride.

I think that it was a joke. I think Kiara would be happier if she was being babysat by an actual lion
Because lets face it: SP Timon and Pumba are annoying.
