Well I think Amanda got it right. Timon & Pumbaa are Simba's most trusted friends and they successfully raised Simba which helps the argument that they're up to the task. Now, obviously, Kiara is a little bit different subject than Simba. For all we know, Simba never tried to run away and fall into crocodile-infested water, so maybe they weren't up to the task of watching over Kiara.
