I guess I'm kind of in between. I agree with KM, Shnow, and Pandabear. To KM's train of thought---it is kind of monopolized, and let's face it, if you were a new member that wanted to try an 'ask' topic, or even just a more shy member, you're probably not going to PM the typically rather prestigious members that own those topics saying "hey can i take over your ask topic?'.
However, I also agree with Snow in that I suppose nobody has really voiced concern about the issue, although it could be because of the reason above. Also, I think the rather specific rule set that you suggested KM may be just a bit overboard... perhaps a more casual way to distribute them, like just a '2 person limit' or something like that? I don't think the time limit or some of the other restrictions are really necessary.
@Panda, I don't believe everyone can make them, since they've essentially all been made except incredibly obscure characters. Neh?
That's just my two cents, hopefully sinking into the fountain of caringness. I think maybe having a limit of the number of topics that one person can have would be the easiest and fairest way to do this so that everyone has a chance. I don't want to make a big deal out of nothing, but I've seen at least a few people in this topic that believe this is important, so we can't really just choose to ignore it, can we? Either way, there's no need to fight about it or get riled up--it's ultimately the staff's call in any event.
