I think we really need chatbox mods. Because there can be lots or areguments around in the chat, and if there is no Mod or Admin to deal with it, Chatbox mods would be able to deal with it.
But I think Chatbox Mods should only go to people who are in the chatbox 24/7. Because they will be right there if somethings goes wrong.

Yes, moderation of the chatbox is a duty that all staff have, if there needs to be more staff moderating the chatbox, more staff will be promoted, rather than making a whole new job. Anyway, you should just keep using the current system =) reporting rule-breaking to a mod so they can sort it out =)
