In short, the government is trying to pass a new bill threatening the freedom of the internet. Any videos containing content of TV, Movies, Music, and even Video games without permission of the company, will then be violating the law to be, resulting in a sentence of up to 5 years in jail. And it doesn't matter if you are uploading videos or watching them, it is still against the bill.
If this bill is passed, then the ability to stream, upload, or even watch television shows, movies, music, or video games without permission by the company (such as a stream of Halo videos without the consent and permission of Microsoft) will be punishable by law.
Don't freak out though. Think about this logically. How many of you are safe from this bill? I would bet none of you. So in order to follow this bill, the amount of jails in the U.S. alone would have to triple. That is not going to happen.
On the other hand, major offenders of this bill will be taken down. Such as if you own a site that people go to to watch movies that aren't out of the theaters yet. And if a few people are sent to jail, the several sites like that, including Youtube, will put an end to uploading content that violates the bill. Walkthroughs, Let's Plays, Streams, and even Reviews.
