The intelligence level of a lion is too low for it to talk and their vocalchords are diffent and that means that even if they would like to talk, they couldn't. Lions have walked this planet long enough to evolve their vocalchords for talking. The simple fact is that they did not which leads to the conclusion that they never talked and that talking was never needed for them to survive.
