They are shards of glass, a lot of them have other pictures within them, each as a piece of Herne's life. Roy is a Hunter. Present day and at the time of this picture, is the Head Elite Hunter. That's 3rd in command of the Hunter Ranks of Massilia.
This picture is not a picture that cannonly happens. But more of a nightmare of Herne's.
