Vulcan is Tako's uncle who has the power to control all sorts of heat. Vulcan was created to protect his family and others from destructive heat waves. He would control the powerful waves and push them back to into the Earth's crust. Vulcan would do anything to protect his loved ones. It's always been his goal.
