With PS. I recommend you put a new layer infront of your pic, and use the colour black. Set the layer's opacity to 34%. Well. That how I do flat shading. Depth shading I set the brush to darken, colour black or very close to black, and set the brush's opacity to 5-13%. Brush size will vary on the size of the pic.
