He's definitely a great villain! Although I'm somehow disappointed by his motivations (I want to be the King instead of my brother!), as I tend to like villains you can sympathise with when hearing their motives.
Regarding his role as a King, I don't think he'd be great, as he could perfectly sacrifice kids and work with the hyenas for his personal goals, at the expense of the kingdom.
