Yeah that's Kiara alright. I'm just going to guess she's an older cub and Kovu is still in the Outlands with Zira and her pride. Her voice may sound like teenage Kiara but it might be a Sora situation where Kiara may seem like a cub but is actually a teen. Yeah continuity is iffy for sure but it doesn't bother me much yet.
