Or at least, appearance wise.
In his first appearances we can guess he's between the human equivalent of 14 - 18.
However in his next, which takes place months afterwords, he doesn't seemed to have aged at all to me. Maybe I haven't just seen the movie in a while, but he didn't seem to change at all in any way except maybe more loyal to his mom and less jealous of Kovu/more mature.
He could have already been adult sized/ended "puberty" in his first appearance however almost everyone else changed somehow. Be it physically or mentally.

This is just due to the lack of food and water in The Outlands and from the way Nuka apparently cares for himself. Also, Kovu probably got the best scraps, so to speak, whenever it came to meals.

Younger Nuka vs
Older NukaWell, you can look and judge for yourself. In the scenes where he is older, his mane is much more full (though it's still obviously nothing impressive), his goatee is bigger, his form has finally filled out to an extent, and he's finally managed to ditch the fleas like all the others in the Outlands. He gets a lot more serious in his aspiration to please his mother, he's practically crazed in some of the shots, and he's willing to put himself in harms way to win his mother's love back.
Personality-wise, he's basically just become desperate to prove himself, and all of his actions accent that. Aesthetically, he filled out like any malnourished lion would be expected to.

Blitz has summed it up perfectly. His mane certainly grew in more and his personality continued to spiral downwards to the point where he's (literally) willing to die for his mother's approval, which he eventually did. =(

Well, to be completely honest, he didn't really have much growing left to do. If you compare his size to his mother in the earlier scenes, you can tell that he's almost as big as her, just a lot scrawnier. He was already pretty well into his adolescence at that point; he just needed a year or two to finish filling out.

I'm not entirely sure, actually. Dunno that the movie really gives us any more accurate depiction than "adolescent". :|
Judging by his size (which is kind of counter-productive to what you're trying to find out, I understand), I'd reckon he is somewhere around a year and a half (lions become full-fledged adults at age two). That's just pure speculation, of course.
