Zira is evil because she tried to murder Simba, and she endangered Kiara's life during her first hunt. Why do you think she acts like this?

I think she wasn't quite all there to begin with, if you know what I mean. But Scar's death probably pushed her over the edge and made her 100% crazy.

Because she is a fanatical follower of Scar and his ideals, and she believed Kovu should be the rightful king of the Pride Lands.

Now, Zira's past is "obscured" on purpose, but we assume she was a deluded, heads-over-heels Scar fan-girl, and seeing the Pride Lands' condition at that time, she is crazy to begin with. And the death of everything she lived for is gone, and deserves to be "avenged". Finally, she and her pride are exiled to a barren, fruitless land (with termites) which may have irritated her even more, and developed more hatred for Simba than she already had that completely pushed her over the edge.

Anger is not always easy to let go, which Zira can't help with towards her feelings getting revenge on Simba for Scar's death. Even if I was her, I would have been really mad about the poor conditions I ended up being given to live in. Sure she had her children, but she was not happy with her life and wanted to change it completely by going in drastic measures.

She has anger issues. She has issues in general! LOL!

I think it was a combination of Zira having a few screws loose, being a fanatical follower of Scar (think like a cult member and Scar was the leader), and his death was the last straw. In a lot of ways, Zira reminds me a lot of Harley Quinn in Batman fanlore (and Bellatrix LeStrange in Harry Potter).
