Whenever I send somebody a PM it takes at least 20 minutes for the message to come out of the Outbox and into the "Sent" status. It's been about two days now, and one of my PMs still hasn't sent. Am I the only one with this problem?

This isn't a problem, the PM stays in the outbox until the user you sent it to opens it,then it goes in the ''Sent'' box.
