Well first you need to learn how to crop and resize the image to a close enough image for the website.
First, begin with your image and select the button on the left that has something that looks like a knife. Select the start of your image and crop around it to make it go through the head and shoulders. Then you go to Image > Scale and type in the size you want and it should resize it. If it seems too small, look at the bottom of the screen where there's a bar and there should be a drop-down menu and you select "100 %".
Next you just add the effects you want and upload it to a hosting website like Tinypic.com , Imageshack.com , or Photobucket.com. (I recommend Tinypic since you can already resize it when you upload it anyways, it doesn't delete you images sometime, and you don't need to make an account.)
That's the best I know; sorry if you can't understand it that well. I'm not too good at explaining and I don't even have the editor out so I'm doing it by memory.

Use tinypic.com you do not need an account there, you just upload and then click view raw image, then you copy the URL of the raw image and put it between IMG tags. At least that is what I do.

Oh are you just starting to use it? I hated it at first too haha but eventually I figured it out enough and actually I made some tutorials for it that you may or may not find useful
which can be found here I have not updated that thread for a short while because I got kind of sick of making them and have not wanted to do more yet and also laziness and such things. But I try to update it sometimes.

You can also just upload it straight from your computer by going to User Control Panel > Profile > Avatar and just click "Browse" and upload it from your computer without a host. (:
