I think it means that the person you sent the message to hasn't opened it Could be wrong though!

This indeed means it hasn't been opened yet.

Thank you for clearing that up, I was getting quite confused!

^If my memory of using the PM system is still fresh , you can also edit or delete the PM (from being read by the target member) you just sent, while it's still in the Outbox folder.
