I've personally never seen anyone act like Ed is as bad as Scar.

I've never heard anyone claim that Ed is as bad as Scar. His actions certainly aren't anywhere near as villainous as Scar's are - like the rest of the hyenas, he may do some vicious things, but he does them out of the need to survive.
