Could Scar's followers be considered a Cult?

Could they be considered a cult? Zira always seemed like a 'Cult leader' and Scar's legacy was their religion that they were very serious about. And cult-members have been known to have 'relations' with their leaders. The hyenas were also a part of the group or 'Circle.' Even though the idea would be too 'dark' for Disney. But there is a bit of 'Symbolism' that can be noticed in the movie. Is it possible that the Outsiders worshiped Scar just like a Cult-circle?
