Well Simba would have spared Scar, if Scar had chosen to run away and never return as Simba had told him to. Perhaps Simba gave The Hyenas the same choice. Also when Nuka said that The Hyenas ran off, I myself assumed that Shenzi, Banzai, and Ed has survived. So even thought it is not explicitly sated stated that Shenzi, Banzai, Ed survived. I think it is not unreasonable to assume that they are alive.
