New Signature Rules

The staff have made a few new rules regarding signatures.

Rules won't go into effect immediately, we are allowing two weeks for people to shrink the total size of their signature down to 700x500 pixels. If you have not met the requirements, we will remove text and images from the bottom of your signature until it meets requirements.
